These vendors may provide you all components of the as turnkey or they could be able to provide only some components of project. So you have to know what you are doing. My approach is share TOR with the related tech vendor by email and ask to them about their abilities to fullfill all details and will give a reasonable deadline for feedback.
After take their comments and answers their answers consistency should be checked.
In second step online meetings may organized to listen their solutions, related persons should attend this meetings.
When you select tech vendors whom fullfilling TOR, discussions should start on topic how they can add value and provide more then expected.
